  1. Donors must provide direct funding to community groups and not use only government conduits. A brief organizational mapping exercise should be conducted in country prior to awarding funding to community groups to avoid duplication of funds and services.
  2. US-based ASOs should consider that their greatest contribution to global AIDS efforts is to provide direct funding to community groups so they may carry out their existing services and conduct south to south trainings.
  3. Funders should ONLY award partnership projects to US-based organizations that meet certain criteria:
    • A minimum of two-year activities prior to finalizing commitment
    • ERROR MSGDocumented needs assessment strategies and reporting for both US-based organizations and in-country NGO
    • Possibility for parallel funding
    • Reliance on south-to-south trainings as opposed to north-to-south
    • Multiple needs focus (i.e., AIDS and poverty)
    • ERROR MSGProvide tangible outcomes such as provision of volunteers, medical staff and counselors for local clinics, or development of joint fundraising events
  1. ERROR MSGUS-based advocates should consider advocacy in the US as their greatest strength to the global AIDS efforts. They should be more out front on issues such as immigration policies, human rights, access to care and funding.
  2. Donors must provide funding for US-based organizations to carry out global AIDS advocacy campaigns aimed at Congress, the State Department and UN institutions.
