TONY DiSTEFANO

Mr. DiStefano brings 20 years of leadership experience intelecommunications and other industries, with positions includingchairman and CEO of PG&E Enterprises, CEO of PacTel Cable, and CEO ofPacific Telesis UK Ltd. At both PacTel/AirTouch and PG&E Corporation,Mr. DiStefano was responsible for a number of acquisitions,divestitures, start-ups and joint ventures. Among his manyaccomplishments, Mr. DiStefano led PacTel/AirTouch's successful jointventure bid (along with Mannessman A.G.) for the firstcompetitively-awarded national German cellular license. He also foundedand built Pacific Telesis UK Ltd., a major fiber-coax provider oftelecommunications services with franchise territories covering over onemillion households throughout England.

Mr. DiStefano received bachelor's (cum laude) and master's degrees inelectrical engineering at Rensselaer Polytechnic Institute in New York.He holds an M.B.A. from Stanford University's Graduate School ofBusiness. Mr. DiStefano is a current member of the Board of Governors ofthe Pacific Exchange and is a past Executive Committee member of theWorld Affairs Council of Northern California.



WARREN HEFFELFINGER
President

Mr. Heffelfinger brings experience as Director of Business Development and Regulatory Affairs at Pac-West Telecomm, where he directed regulatory activities (obtaining CLEC status; negotiating interconnection agreements; carrier relations), and ultimately engineered a $115 million partial sale of the company. From 1990 to 1995, Mr. Heffelfinger was an analyst / portfolio manager with Pacific Equity Management.

Mr. Heffelfinger received a B.A. in economics and political science from Yale University, an MEM from the McCormick School of Engineering, and an MBA from the Kellogg Graduate School of Management (Dean's List).



DAVID R. RIORDAN
Chief Operations Officer

Mr. Riordan has been a strategy and management consultant since 1990, specializing in strategic analysis, operational improvement, and successful implementation of large-scale change programs. Formerly at such companies as Mercer Management Consulting and Pac-West Telecomm, Mr. Riordan's industry experience ranges from franchise retailing, oil & gas, and computer services (distribution and online professional services) to CLEC and wireless telecom.

Mr. Riordan received a B.S. in electrical engineering (Summa Cum Laude) from Yale University and an MBA from Harvard Business School.



PHIL HENRY
Chief Technology Officer

Mr. Henry brings 33 years of telecommunications experience to Arrival. In his previous position of director of strategic planning for Arrival, he was charged with directing the rollout of the company's data network, coordinating the total network and network operations. Prior to that, Mr. Henry served as national operations director at Lucent Technologies. While at Lucent, he directed the planning, engineering, deployment and operation of all operational support systems for their NetworkCare Knowledge Center (NKC), and created the Lucent's Network Operations Center (NOC), which gave the company end-to-end management of communication service provider networks.

Mr. Henry has also managed switching operations for US West, developed and delivered switch training for Bellcore, and managed all central office operations and maintenance for Mountain Bell.



JIM BOWMAN
Senior Vice President
Finance

Mr. Bowman was born and raised in Bakersfield, California and founded ACN Communications in 1991. Mr. Bowman's career in telecom began with Contel Corporation where he spent 16 years dealing with various regulatory authorities in the states of California, Washington, Oregon, Nevada, Utah, Arizona and Texas.

Mr. Bowman graduated from San Diego State University in 1974 with a BS degree in Finance. He is on the board of CALTEL, an organization of competitive telecommunications companies.



KEVIN TIMPANE
Senior Vice President
Policy & Carrier Relations

Mr. Timpane has twenty years experience in regulatory affairs, carrier and industry relations, strategic planning and public policy. From 1983 to 1990, he held various management positions at Sprint in Strategic Planning. From 1990 to 1993, he served as Director of Western Carrier Relations for MCI, with responsibility for the business relationship with LECs throughout the Western U.S. Most recently, Mr. Timpane had been VP of Public Policy for FirstWorld Communications, a CLEC and integrated services provider based in California (now Denver).



SCOTT GARRISON
Vice President
Sales - Direct Channel

Mr. Garrison has extensive experience in the telecommunications industry. In 1991, he co-founded and ran ACN Communications in Bakersfield, California, with responsibilities ranging from Sales Management to Marketing. Prior to ACN, he was with Contel Corporation.

Mr. Garrison holds a degree in business administration from California State University, Bakersfield, and was recognized as the 1996 CSUB School of Business alumnus of the year.



JOHN GENTER
Vice President
Network Operations

John Genter brings over 15 years of telecommunications experience to Arrival. Most recently with ACN Communications, Mr. Genter was responsible for long distance, local and internal networks facilities. He also directed and managed ACN Communications' Internet Services, DSL Services, OSS and monthly billing operations. Additionally, Mr. Genter has designed and implemented network systems for many companies, including Honeywell Information Systems, FHP Healthcare, and Northern Digital.

Mr. Genter holds a Bachelor of Science degree in Computer Information Systems from the DeVry Institute of Technology.



PETE LEVERONI
Vice President
Sales - Indirect Channel

Mr. Leveroni is responsible for researching new markets and opening regional offices for Arrival. Prior to joining the company, Mr. Leveroni was a partner in ACN Communications, where his primary focus was major account development and retention. Mr. Leveroni also brings expertise from his experience with Cox Cable, where he held several positions, including Marketing Manager.

Mr. Leveroni is a graduate of San Diego State and earned an MBA at Cal State Bakersfield.



SAL SAGLIMBENI
Vice President
Sales & Marketing

Prior to joining Arrival, Mr. Saglimbeni was most recently Director of Value Added Services for SBC Communications, Inc. with profit and loss responsibility for three telecommunications product lines targeted to small and mid-size business customers. The revenue commitment for these products exceeded $200MM. From 1991 to 1995, Mr. Saglimbeni managed political campaigns and performed marketing activities for various elected officials.

Mr. Saglimbeni received a B.A. in psychology with a minor in business from the University of California at Los Angeles and an MBA from the Kellogg Graduate School of Management.



CHERYL K. SCHMITZ
Vice President
Human Resources

With over eighteen years of business operations experience including tenyears of solid human resource expertise, Ms. Schmitz brings the skillsnecessary to help maintain the growth and development of ArrivalCommunications. Most recently, Ms. Schmitz was a Principal at SummaManagement Associates, Inc, a human resources consulting firm servicingvarious types of businesses including start-ups, high-tech, andbio-tech. She has a proven ability to develop, optimize, and implement humanresource policies, procedures, and programs in conjunction with promotingpositive organizational cultures.

Ms. Schmitz holds a Professional in Human Resources Certificate from the Human Resource Certification Institute and a Bachelor of Business Administration from the University of Central Oklahoma.



TODD TRACEY
Vice President
Business Development

Mr. Tracey brings experience as a Senior Associate at Mercer Management Consulting where he consulted for high tech and communications companies. Under Mr. Tracey's leadership, the Consulting firm was able to identify $200 million of investment opportunities in the communications and information sectors.

Mr. Tracey received a B.A. in Economics and Government from Dartmouth College, and an MBA from the Kellogg Graduate School of Management.
